THE ROLE
ORAT Facilities Lead – Operational Readiness & Trials “ORAT”

SKY Services, in association with PMG is looking for an Operational Readiness and Trials (ORAT) Facilities Lead, for the New Terminal Development Program at the Kansas City International Airport. The proposed contract dates for this position are ASAP – March 2023.

This position will lead the core team responsible for the direction of ORAT activities to ensure a safe, efficient, and effective transition plan from existing facilities to new facilities is developed and implemented. The ORAT Lead will provide timely, focused oversight of the operational and management requirements for the owner.

THE PROJECT

At just over one million square feet, the Kansas City International Airport New Terminal, Build KCI, is the largest single infrastructure project in the City’s history. It will have a lasting economic impact on the region in the form of new jobs, opportunities for local and small businesses, and a first-class traveler experience for airport users.

The facility will open with 39 gates and the ability to expand up to 50 gates in the future. The New Terminal will also include a 6,300-space parking structure, which will be constructed adjacent to the terminal building, a central utility plant, and landside and airside improvements.

The Build KCI project is expected to generate up to 5,000 construction-related jobs. Sixty local partners are already at work on the project, including 41 minority- and women-owned businesses. The project will be funded using 100 percent tax-exempt debt – the most cost-efficient approach for the project. 

When complete, the new facility will replace the airport’s aging terminals, which opened in 1972. The New Terminal will be built in the footprint of the airport’s existing Terminal A, which has been decommissioned. The New Terminal is expected to open in early 2023.

JOB SUMMARY

This individual will manage the Operational Planning and Readiness requirements for all facilities related functions, both general and stakeholder specific areas across all airport stakeholders, identification of requirements for building operation and maintenance, inventory, procurement, deployment, and occupancy. Manages the overall transition of ownership of facilities to the relevant stakeholders and ensure that facilities care and maintenance requirements are provisioned in close collaboration with the Owner/Design Build Team/Operators.  Assure that training for all systems operation, management and maintenance is provided by others and attended by the end users of the facilities.

Project elements include:
  • Understanding of all functional aspects of the new Terminal and associated facilities.
DUTIES & RESPONSIBILITIES
In close collaboration with the Owner and Stakeholders
  • Review of all project construction documents and assist with the coordination and tracking of the ORAT Timeline and Construction Master Schedule.
  • Establish working relationships with stakeholders, including airlines and government agencies.
  • Establishment of stakeholder working groups to develop, document, and activate plans to be utilized with the new facilities. Plans include, but not limited to, Interim and Final Operations Plans, Stakeholder Transition Plan, and a Facility Logistics Plan.
  • Participate in and document the ORAT Steering Committee Meetings with key decision makers to report and track ORAT progress, develop and present PPT presentations, identify ORAT resources, minimize disruption of current operations, and resolve issues.
  • Develop training plans and programs. Conduct classroom training for both trainers and trainees.
  • Execute the training process and program, conduct both, digital and in-classroom training prior to opening.
  • Develop Transition Plan, prepare complete inventory lists of all items to be relocated to the new facilities for all KCI stakeholders, including airlines, and government agencies, coordinate and direct the relocation to the new facilities.
  • Assist in the development of training plans and programs for managing and integrating the new facilities with the other Airport facilities.
  • Ensure readiness of operation in the new facilities prior to opening.
  • Participate in development and execution of validation trials and simulations based on construction/ORAT schedules including but not limited to first responders, government agencies, airlines, airport tenants, and concessions/retail/F&B.
SKILLS
Required:
  • Proficiency in MS Office and Adobe Captivate
  • Strong electronic, virtual and in person communication skills
  • Technical writing ability
  • Strong attention to detail
  • Skilled at prioritization and multi-tasking
  • Ability to self-manage
  • Ability to develop curriculum for training programs, planned for on-line training as well as classroom delivery of training
Preferred:
  • Full understanding of facility system and equipment functionality
  • Previous airport experience
KNOWLEDGE
Required:
  • Graduate of an accredited college or university with a degree or 5 years additional experience
  • Technical writing experience
Preferred:
  • 8 years of experience managing / leading large and complex projects / programs
  • Facilities management experience
